ARVN beret badge - early

I was wondering what this badge could be ?

One of my friend thought about badge for the generals (ARMY, with the exception of LLDB, Airborne, Rangers and Armor).

This beret badge is shown in Cecil Smyth’s VICN newsletter; on a beret that belonged to Lieutenant General Williams the first MAAG Vietnam commander. It’s probably an early Generals’ cap badge although it doesn’t seem to have been much used; the only person I’ve seen wearing it in photos is Tran Van Minh.
