The star (quite dirty here) is gold whereas the eagle is silver.

Sujet: National Defence College graduates Mar 17 Mar 2009 - 13:32
This is the badge awarded to graduates of the National Defence College. There can't be many of them; the College opened in August 1967 to " educate outstanding and high-ranking military officers and career government civilians to become better qualified in the performance of important duties related to national security, and to study, plan and develop national defence policies" and each year only around forty attended.
