I have an other guess...
The vietnamese use a black (sometimes white) plastic plaque to show the others their grief due to the loss of a family member.
This plaque is the same size, but for me the lines are the same as those of a B&W SVN flag. Couldn't it be a mourning plaque to show the death of S.O. who was either in the army or working for the government?
